I would have to say that most of the year the driving isn't too bad. There isn't always a lot of congestion but during the winter months I would suggest to drive slowly and make sure to put a lot of room between you and the driver(s) in front of you. Never a bad idea to do that, but when the roads are snow covered or icy it's even more important.
I would suggest going to a few dealerships in order to get the best deal. Drivers Village is very large and there are a lot of options but they don't always have the best prices. Fucillo is known for helping those who might not qualify elsewhere.
My favorite memory driving in this city would have to be several years ago when my sister and I were trying to find a guy that she had been seeing. We just kept driving all over the place going to places she thought he might be at. Along the way we made a few stops and had a couple drinks thinking he might show up while we were there. We also stopped for a bite to eat. Most of all we just talked with one another and laughed a LOT!
My favorite road to drive on would have to be South Bay. I mostly feel this way because it's not far from where I love and I know I'll be home soon when I get to that point in my trip.. It's my favorite because I know that I am almost home when I get to this street. It always puts a smile on my face knowing that I'll soon see my husband and kids.

Be cautious! Syracuse drivers like to go either really, really fast or very, very slow. So you have to pay attention because there's no real standard. People don't follow the speed limit on the highways, and often the exit and entrance ramps are very short, so you've got to be fast and decisive when you're merging lanes.
I don't go to any particular location personally, but there are a lot of car dealerships right on West Genesee Street between the intersections of West Fayette and West Genesee streets and South West Street and West Genesee. There's four or five dealerships right there. People in Syracuse seem to sell cars to each other, since there's a pretty big "car" culture, so probably Craigslist would be good bet as well.
Coming back into Syracuse from the south, driving 81-North, the city skyline is terrific because you can see the Dome kind of looming over the city. Once you're actually in the city, if you follow 81-N to 690-W, you get a beautiful view of Destiny USA, Onondaga Lake, and the NYS Fairgrounds - you can see basically all of the major attractions in Syracuse within a 15 minute drive or so. It gives you a great sense both of what the city has to offer, and the size of the city.
West Genesee Street. That's the street that I learned to drive on, and that's the main route that I take to get to where ever I want to go. You can get basically anywhere in Syracuse on W. Genesee, and it takes you through a lot of different suburbs - Camillus, Tipperary Hill, and into the city itself.
