Use 375 Loop if you need to go somewhere. Avoid I-10 during the day because of traffic.
Be careful of potholes in El Paso, there are a lot of them. Drivers from Mexico are crazy, keep your distance safe from drivers from Mexico.
Shop around, maybe wait towards the end of the year when inventory needs to go in order to provide new inventory. If you can get a blue book to take with you, then bring it with you especially if you are shopping for a used vehicle. You can try other listings, however, make sure you know what you are looking for in a car before buying so you will not regret it financially later. Check to see if there are any recalls in a specific car. Take someone with you that knows about cars.
My favorite memory from driving in this city is that of driving around mountains and sometimes through the mountains. It is pretty when driving through Transmountain since it runs through the mountain (from Hwy 375). Although, you have to be careful going through Transmountain because, when going down Transmountain, I have the fear that my brakes will give out since you are using your brakes a lot. Another memory is, if you are not careful in where you turn, you can end up in Mexico.
Transmountain. Hwy 375 loop because there is more desert views than city. Going through I-10 is hell because of traffic. 375 Loop makes getting to your destination faster. 375 Loop goes around El Paso (like a circle), I-10 is a major highway that the majority of El Paso travels. The only good time to travel through I-10 is at night (late night) when traffic is not bad and you will see the city lights very well.

Get used to people making reckless and dangerous maneuvers. There are so many horrible drivers here and people who simply think that laws don't pertain to them. Learn to drive defensively and you'll be just fine. And watch out for the ubiquitous drunk driver - they're not just driving at night!
There are many new and used auto dealers in El Paso, mostly because of Fort Bliss. Although there are many used car dealers, you need to also exercise caution, particularly with small dealerships and ones on and around Alameda Blvd. They have been known to sell cars that were previously used to smuggle drugs across the border. It's true!
I find it amazing that the city shuts down completely when there is even a dusting of snow on the ground. 1" Or more, and I'm not even going to bother turning on my car :)
I had a doctor's appointment when I was pregnant with my first child. I thought it was so important that I go to the appointment that I tried to get there, despite the fact that the snow had not yet melted. I spent an hour getting to the main road, and never got any further than that.
Montana Blvd. Montana Blvd is a wonderful alternative to stop and go traffic on the interstate, and it's a straight shot from one side of town to the other. Taking the freeways often means taking a less direct route than Montana provides.
